I'm a fan of K-Pop and I'm a very big fan of a girl band called Oh My Girl so I recognised her as YooA, a member of that group. Also being a fan of wetlook I enjoy rain-affected concerts and I do remember that one. I've found a fan-taken video of that 24-minute performance of the group for South Korean Armed Forces Day on October 2nd 2019:

N.B. The group are mostly but not entirely sheltered from the rain. Therefore there's not that much wetlook but the 'money shot' is towards the end at 23:53 when YooA stands up and turns around to reveal a rather large wet patch on the rear of her jeans. :-)
