There are shops near (often actually on) most popular British beaches which have boards, blow-up rubber dinghies, etc prominently on display, and in my experience it is quite common for people who hadn't necessarily planned on going into the water to see them and say "let's have some fun with one of these" - here's a couple of examples from my collection (note there are kids visible as well as wet-clothed adults):

Admittedly the toy was usually bought for the kids not the adult, but I have quite often seen fully clothed adults using them (though the only example I have found in my collection was of this mature desi woman:

But in the case you have posted, Joe, you might like to try a search for the username of the poster of the vid on the Forum search engine. The search engine doesn't seem to work properly any more, but hopefully you'll find enough to answer your question.....
