These flood situations can be a bit different...

First: there was an obvious drowning hazard for anyone not evacuated from the bus in time.

Second: there was a shot showing water surging up from the sewers. OK, maybe just a backed up storm drain, but if a storm drain backs up, even if sanitary sewers are separate, they'll be flooded too, and the streets will be flooded with contaminated water. I'd consider a dunk in that a rather serious matter.

I'll admit that I can partake of a little schadenfreude, so long as there is no significant or lasting harm (e.g. the woman who trips and falls into the mall fountain because she was too focused on her phone to notice the impending hazard). But that flooded bus... maybe not so much.
