These people are happy because:
1. Someone is pointing a camera at them (news) and they are enjoying the attention - in the moment, and what would surely follow after the broadcast.
2. Woman is being carried by young, apparently hunky police officer... she gets to be a damsel in distress, rescued by her knight in a police uniform, if only for a minute or so.
3. It was a horrible experience waiting on the train for what was several hours; they were immensely pleased to finally be rescued.
Bear in mind, the second picture is from a rescue of some 1600 passengers from a commuter train which had to stop because the tracks were flooded. The passengers were rescued over the course of many hours because there wasn't the equipment to do it any faster. I don't think anyone in that picture got wet from falling rain (it had stopped by then), only from wading through the aftermath.
