As a scubadiver who does a lot of underwater photography (but my "models" are more "phishy", so to say), i would start with 4 suggestions:
1. there are NO "waterproof" cameras of good quality. most of them are cheap and of mediocre quality (except gopro, which also not waterprrof by itself). most cams which are "waterprrof" are only usable up to 3meters depth - which is only usable for snorkeling
2. Camaras with seperate underwater housings, provide a much greater quality. you can use a professional "bridge" or DSLR camera, add an UW housig and take great pictures.
http://www.usa.canon.com/cusa/consumer/standard_display/underwater_photo if a dslr is to expensive, i would recommend CANON camewras + uw housing, because of their open source Firmware, which allows special Presets for underwater Photography. the firmware is called CHDK, an is simply a file loaded on the SD
still to expensive ? you can find used cameras with housing on ebay, because many divers tend to upgrade their equipment. a 3 year old camera still takes good pictures
3. Look for a scubadiving forum which discusses UW photography.
4. buy the camera with the largest lens (lens diameter, NOT zoom) your budget can afford. water filters a lot of light - you need a camera which is very sensitive to light. there is f.e. the F" value of the camera. choose one below 3 at least, better below 2.5 or you get dark or "shake" (i dont know how to translate this) pictures.
oh, and buy a book about uw photography - it applies to uw video too and most books have both

There are several underwater capable camcorders which all vary in price, some better than others, but most low budget camcorders have quality issues, in the sense that they don't last very long. My personal opinion on underwater cameras is, the underwater environment is really tough on electronics. Many of the cheaper devices do not hold up well over the long term due to the harsher environment of being underwater. My opinion is use a housed camcorder. A relatively cheap but effective alternative is a Go Pro in an underwater specific housing.
