In the Mediterranean, if t-shirts over swimsuits suffice, then I believe that beaches frequented by British and Scandinavian tourists are the best bet. In Cyprus, there is much in the way of such wetlook in the eastern part of the island (Ayia Napa, Protaras, Larnaca, and Limassol). On the contrary, German tourists are not so much into it, so in the Paphos area, where most of them go, there isn't much to see.

Similarly in Greece, islands like Corfu, Zanthe, Rhodes and Crete are good; the Cyclades and most of the mainland are not. There are a few beaches around the capital where you may see some wetlook from locals too, like Kalamaki, Loutsa and Nea Makri. In some cases, it may also involve more clothing, mainly involving teenagers after school (no uniforms though!).

However, when it comes to full clothing, England is the best for me when the weather allows it. I have seen some very good candid wetlook, in casual clothes, in Weston-Super-Mare, Brighton, Margate and Southend.
