Without a doubt, the effect is stinging cold at first. But we may be surprised how the metabolism kicks into high gear to compensate. This is not as uncomfortable as one may think, especially if the body remains dry and warm above the waist, and out of the water within a reasonable time (maybe 5 minutes) The body produces so much heat (increased blood flow to warm up) that it is able to cope. (shorter term) Once out of the water for a while, even the water contained in the boots warms up.

As for complete immersion, common sense tells us that hypothermia will quickly set in. I suppose that only the most avid wet afficiando would be willing to brave such a frigid experience. Perhaps such person enjoys the combination of pain and pleasure? I would say probably yes.

Of greater significance is how freezing water feels. Cold water feels more substantial than warm water. The reason is that water just above the freezing point has greater surface tension (it tends to "stick" more to surfaces) and this effect increases sensation in clothing to some degree. Maybe that's why some people embrace this! Cold water combines the sensations of rapid cooling with a more clinging sensation in the clothes.

Then add in the "shock factor" the idea that no person in his/ her right mind would ever enter an icy stream, and much less find this pleasant. Yet I am sure to some people, this may be a very good feeling for them.
