No, it's not illegal to bath in fountain in germany. You can get wet how you want.
But you should not destroy anything and you dont wear shampoo or soap in the fountain. Only splashing in water you can do. (But also not complete naket ;-) ) |

It was i small one. There are a BIG fountain in the background (behind the boy) with large Water Shower
