Yes, it is. A clip from the original English version of Instant Justice had popped up on the Internet some years ago, and you can see another version of the clip here:

Was the film "Instant Justice"? I recognized Michael Pare, of "Eddie and the Cruisers" fame.
I Googled their two names together, and "Instant Justice" is the only film I found them cast together in.
