Look like kids to me. I wonder if it is for fun or whether they are going through dive practice. Having done diving myself, if you don't get your position just right and land badly or flat on the water it is agony from a height, so wearing clothes takes the sting out of it though it still knocks the breath out of you! I once got the angle of a 10m dive wrong and lost all my clothes from the waist down

and shredded my top. I had a red face for ages after that, the diving pool had an observation window too........
