It's true... Québec City IS a fresh speaking city. Back in the 80's, our federal government stated that Canada is a multi-cultural country with two officials languages : both french and english.
Now in the province of Québec, the official language is french. Therefore, in the city of Québec, the anglo-saxon population is almost inexistant, and that would explain why our friend ask for french speaking people.

I know some french-speaking people live in one part of Canada, but it is an English speaking country (like the USA, Australia, UK, New Zealand, etc).
