Bali is totally different to Thailand. I have been to Bali many times (had our honeymoon there too).
In Thailand...as well as Laos, Cambodia, Burma, Dai Province in China, Panama., Ecuador etc....these are annual water festivals only. They mostly take place every mid April. Also there is the "Regada" water festival in Cavite City in the Philippines that takes place every June...to coincide with the Feast of St John the Baptist festival. That event was just held last week...and there is also a similar water festival in Spain too. These are all one time events each year.
Bali is part of Indonesia, and there are no water festivals in Indonesia. What is unique about Bali is that Indonesia and it's 5000 islands are 99% muslim, but Bali is an island of Hindus. What you are ar seeing with the water bathing is bali is no different to what happens on the banks of the river Ganges in India...i.e. all Hindus conduct their "ablutions" (bathing rites) on a daily basis.....so these are daily events in Bali.
Basically they occur early in the mornings or at the end of each day. If you want to see loads of wetlook in Bali....then avoid the Kuta side of the island.....because this side of the island was invaded by Australian surfers 25 years ago....and these days it looks more like "Surfers Paradise" in Queensland than Bali. The better side of the island to stay at is the Sanur Beach side....where you will encounter fewer Aussies...ha ha...and see more locals.
Basically you can go to Sanur beach on any day...and at around 4pm late in the afternoons then all the locals will come to the beach for their daily abilutions.
Sadly....Bali is not the same as it was back in the 1980's when I used to go there a lot....these days it is pretty much corrupted by western tourists and their influences.....but thats no different to Thailand. Thailand used to be awesome when folks like Sopping used to go there in the 1960s....but today their culture is fast disappearing and being replaced by things like T Shirts, Shorts, Mcdonalds and Starbucks
