From first hand experience - Firstly Thai's wear clothes , as already said in previous post, because they are a very modest race of people, despite the bad press they get. Secondly, a swimsuit is expensive. A cheap one is around 600baht - £10 GBP. If you realise that a normal shop worker earns about 5000baht per month, then 12% of your monthly salary for a swimsuit is very expensive, especially when you wouldn't use it very often. Even swanky western hotel staff get a basic salary of only 10,000baht / month, but at least they also get tips. Thirdly, they wear clothes to avoid the sun. Thais' deem a suntan as a sign that you are poor, stemming from the thought that poor people have to work out in the fields on farmland all day and therefore catch the sun alot, whilst city folk remain whiter by staying in offices or at home.
All these reasons together, mean that Thai's bathe fully clothed often, and it is therefore not seen as strange, as it would be in Europe, etc, and they therefore can be spontanous, whereas you would be too embarressed in Europe and would refrain from getting wet.
