Maybe content-rights don't allow google to provide that service in germany. But you can solve that problem by using a proxy server. This is how it goes: Get in the "internet options" of your internet explorer. Then click on "Connections" and then on settings. There you can enter the proxy server. For example 155.98.35.3 and port 3127 (this one worked on my PC)! After that I could view that video without any problems ;-). Have fun!
