She calls herself "missfromtheeast" so is presumably from south east Asia, where clothed swimming is routine, even for pre-planned snorkeling. Here's an example:

My guess is that they were visiting this aquarium and decided to do the underwater experience with the fish in their street clothes, hence the one on the right in her skirt and top.

Anyone have any idea where this might have been. Maybe others have done the same.
