Try using it outside peak hours. Peak hours being the time when both Europe and North America are online, so just like this moment. As you are in the UK, I'd suggest morning hours for downloading. It worked just fine for me (30 second wait) today and yesteray at around 11:00 - 13:00 CET (the time used in most of the EU, which is I think ahead 1 hour of UK time).

Is it me or has rapid share change in the last few weeks. Two weeks ago I could always download at least one file on the free section. Now every time I try I cannot because it says I am already downloading which I am not or I have to wait for 60 mins.
