I like the idea of Swim Pants being "wear the pants while swimming", but I suspect that the manufacturer's intention is that these are "after-swim" pants. Specifically, the sort of thing that swim team members put on right after swimming to keep their muscles warm while waiting for their next race. The "rinse after swimming" instruction is there to make sure that pool chlorine (from the swimmer's traditional swim suit) is rinsed off, since it is bad for most synthetics...
