unfortenately it is not that easy to get a foreign yahoo account… i think you need a applicable phone number…!?

There is an issue with Flickr account registered in Germany and some East Asian countries. Your (in the case of Germany, my) government does not trust you to see some images, therefore they are blocked. The easy work-around is to get a Flickr/Yahoo account from some other country and use it to log in.
