Places like Thailand, Malaysia, Indonesia, India, The Philippines and Vietnam. FYI just look at all the "Hmong" bathing girls videos on Youtube. Aside from Songkran in Thailand and similar events in Cambodia, Vietnam and mainland China, you have newer events like the annual Sinchon water gun festival in South Korea (numerous videos on Youtube) and similar water events in Taiwan as well.

The USA is more conservative, so it is best to have an "excuse:" to go swimming fully clothed, as opposed to going swimming clothed for no reason.....e.g. there are numerous rivers where you can go tubing and ride down the rivers on a rubber ring, and most people wear jeans or sports clothes to go tubing.....that will not attract any attention because that is what many people do already. There are some city fountains you can play in...e.g. the Centennial Fountains in Atlanta, but the fountains in the USA are not as good as the fountains in Pairs or Moscow, because in the USA most fountains have too many kids and babies whereas in Europe the people playing in the fountains are mostly college age students.

You could always participate in one of the many "Polar Plunge" events that are held in many States in the USA (too cold for my tastes......I would rather fly to Thailand where the temperature is 90F or more)

You could always do what my friend Weinerking from the Liquiid Ladies site doe....he is based in Tennessee and he often takes his girls to the a manual carwash place.....you can have a lot of water fun with a friend and wash your car at the same time.

Sadly, waterparks in the USA are out of the question - most of them will not allow clothing in the pools or waterslides. If you want to go to a waterpark where clothing is allowed, the best place to go is India..

Many wetlook fans (such as Desert Hawk) like to use hotel swimming pools...preferably later in the evening, because they usually have no lights on after dusk so you will not be noticed in the dark.

Some wetlook fans will even purposely sit in the front row "Splash Zone" at Seaworld to get wet and many will stand on the water splash bridge areas on the flume rides at Theme Parks.

It is not hard to get wet normally.....without it being so obvious.

Leon is very creative, and when we went to Thailand together he had his girls take an elephant ride where they could wash the elephants in the river.   

It is not hard to find water soaking events wherever you are. I remember my fist trip to Universal Studios in Hollywood in 1979....where they had show where you, the audience,  could be passengers on a flooding airplane...because the hit movie that year was Airport 77 where the plane crashes into the sea. They had a giant stage with a water tank and a mock airplane and the staff were the pilots and flight attendants and they asked for 20 volunteers to be passengers in the plane and in the water tank.....boy that was a lot of fun...
