Looking closer, the photo doesn't need to be THAT old... The quality seems a bit too good to be from the 60s, the rest of the photographer's pictures from the same area seem to be from the early 2000s, and those clothing styles had a resurgence around then... So it might well not be much more than 15 years old...

Old stock photos from Whitby UK. Probably 60s or 70s. I'd guess young couple or siblings.
