I agree with Anonymous - have a look around you and see what other people do.

I too see a lot of half-hearted attempts to roll-up the trousers (etc) by people at the beach without bathing suits. Just do the same and (if you want) gradually move into the water - like everyone else does. That's what I do - you have a right to go to the beach and wear what you want, at the end of it all, as long as you are not somehow interfering with other people enjoying there own time at the beach.

My main advice would be to dress appropriately for a trip to the beach - wear something nice and casual, not too dressy, but don't wear tatty or worn-out items of clothing either; common sense.

I'm specifically thinking that if you arrive at the beach dressed up to the nines and stride into the water shoes and all, then, yes, I think you will probably draw people's attention and perhaps not in a good way. Dress sensibly, carry your shoes (rather than wearing them), don't hassle other people in any way (of course), and I think you should be fine wearing a bit more clothing into the water... And yes, I am guessing it is more appropriate on a hot day (one clear benefit about wearing some clothing while swimming is obviously the need for less sunscreen).

Of course if you are gradual when moving out into the water, you can also easily change your mind too and leave the water again if you do not feel comfortable (or e.g. you remember you have something in a pocket which is not water-proof).
