most fit girls have small breasts, afterall, a large amount of them consists of fat (and muscle).
so, its very rare to have fit skinny girls with large breasts (which can be nice too) but the overall advantage in wetlook is the lack of need to support them with a bra - there are more girls with small breasts, that go braless, than with larger ones. Simply because they rarely need one. And especially in the hot summer, they have the highest chance to go braless and get wet.
