In this case I let the girls chose what to wear, and they went for bare feet because they know lots of people like that, and of course from there no tights is natural.  I must admit I'm not a fan of tights (pantyhose), I prefer bare legs, though I'll put the models in tights where appropriate - I know wedding dress fans tend to want the full works including underwear, so when we did a wedding dress scene with baked beans a while back, I had the model wear white bra, white panties, and she brought her own white hold-up stockings - all of which ended up completely drenched in beans along with the dress.  

The outfits in this set though are based more on modern uniforms - modern British nurses don't wear hats, when they use aprons they are thin blue plastic disposable ones (not keen on those, though I can see they are very practical). I've actually just looked up NHS uniform policy, and I see that tights are in fact mandatory for female staff when wearing dresses, though of course so are shoes - low heeled black lace up walking shoes are specified.  If we do a nurses uniform scene with shoes in future, we'll include the tights too.  Of course dresses like this are also one of the options the Hall servants have, and our dress code is that they should be worn with wellies, and bare legs.  Though our staff have rather a lot of uniform options, and the main requirement is that they look good wet!
