In Sims 4 you can dress sims from any category for any purpose. (So can have them wear bathing suits for formal occasions, and formal outfits while swimming.

Upon startup, give your sim the insane trait. This causes them to wear anything but a swimsuit in the pool. The daredevil trait can cause Sims to shower with their clothes on.

Just buy The Sims 3 and try it out, i can send my sims to the pool but in bikini, its a little

advanced game and i need to take some time to learn how to play it but hope i can invite my

sims to go to the pool clothed. :)

Maybe try the other game who are online, second world maybe it called?
