There are lots of instances of this that can be found in many episodes of an old tv tv series called "Baywatch".
This phenomena often happens in Zombie movies whenever zombies arise from the lake..e.g. the in the 2003 film "House of the Dead".
In 1998 the Japanese started a trilogy of hair over the face horror films and those 3 films feature a hair over the face ghost, but only 1 of those films had a wetlook scenes, but in 2002 American re-make of the first Japanese film did have an excellent wetlook scene with the hair over the face ghost in a well...and you should know that film cos you are an Aussie and the lead actress in that film has appeared in many Aussie tv shows such as Home and Away,

1) Mariclare Costello arising from the lake in a white dress in the 1971 film "Lets Scare Jessica to Death" (go to the 66th minute mark)
2) Sharon Tate arising from the river after getting dunked in the 1969 Matt Helm film "The Wrecking Crew".
Both scenes can be found on a site called Youtube.
