I think the Indian movie industry owns that genre....just go to youtube and type the term "rain song" and you will find thousands of Indian films that have rain scenes.
With so many rain scenes in movies, I tend to be much more discriminating in order to find the best scenes....i.e. 95% of all Hollywood films with rain scenes I do not bother to save because nearly all of those rain scenes happen at night time and in bad lighting....so if it is a night time scene in bad lighting it is no good for me, so I prefer daytime rain scenes where the lighting is good. Also if the camerawork is no good (head shots only) or the attire is no good (wearing a raincoat or overcoat) or the rain is too light (it needs to be a real downpour) those are other factors that negate the scene for me as well. I can name hundreds of films with rain scenes but very few are real classics....here are a couple of examples of a well made well lit rain scene...
1) The dance number "Rain's gonna fall" from the 1967 film "Half a Sixpence".....
2) This is one of the best examples of an erotic wetlook rain scene....i.e. not that chick flic romantic baloney scene in "The Notebook".....but see the Dutch 1973 classic Rutger Hauer film "Turk's Fruit" (aka Turkish Delight).....now THIS is how to do a rain scene....see here
