I remember seeing that same pic in an old Life Magazine from the 1940s. As I recall, it depicts a scene from the Broadway show "As The Girls Go". Couldn't find that particular pic on the internet, but this is a poster from the show:

There's no record of a movie by that name, so the scene appears to have been staged for some particular reason. I might

have a copy of that Life, I'll see if I can find it. But I know it was from the 1940s.
