There are several underwater capable camcorders which all vary in price, some better than others, but most low budget camcorders have quality issues, in the sense that they don't last very long. My personal opinion on underwater cameras is, the underwater environment is really tough on electronics. Many of the cheaper devices do not hold up well over the long term due to the harsher environment of being underwater. My opinion is use a housed camcorder. A relatively cheap but effective alternative is a Go Pro in an underwater specific housing.
