Outstanding! Those boots alone do it for me...but paired with that wide, swirling skirt... Takes it to another level! And Chelsea's swimming is excellent; she really knows how to work the outfit to great effect. Only way it could be better is if the boots were leather instead of fabric, but that's nitpicking.
