I also checked the image in photoshop elements, lightening the shadows and to my eyes, it could be that she is wearing a dress. In fact, it looks possible that both are wearing dresses. Could be wrong, as it is true, the image is distorted and lo-res.

If so, take a look at http://www.vktv.no/~opingebr/images/anette_kristine.jpg - I am a bit uncertain myself, whether the girl on the left is wearing some sort of light-coloured long trousers (capris, jeans) or just a bikini bottom. I don't really have the right software to properly enhance the photo, but others might be able to?
