Most chunkette wetlook I see is from the US, where statistically, people are generally overweight.

Most amateur wetlook that gets to the net is of women that need to resort to a little creativity to get the attention of guys.  Jumping in a fountain clothed and making a lot of noise works.

My guess is that actually enjoying it has less to do with it than finding a way to be the center of attention without being a hottie.

I think hottie wetlook happens when:

A wetlook fan pays a model.

Rarely, when a hottie actually goes to the trouble to explore what turns on her guy and is willing to go to a little inconvenience to turn him on, and then the guy is willing to post it.  Not a very common occurrence.  

In my experience, hot women figure they just need to show up and do the usual to satisfy their needs, and assume it should satisfy the guy well enough.  Average to chunky women are much more willing to go to a little effort to explore and satisfy the more uncommon requests.  I've met some exceptions, but not many.   

Hey Leon, you reading this?  Who volunteers to be dunked at your club dunking events?  The hotties who already are getting all the attention they can handle, or the plain girls sitting on the sidelines trying to figure out how to get their share of attention?
