In my case, I seem to remember my mom plopping my sister and I in the bath tub with T shirts on (at a very young age), and giving us a bath.  Maybe she was afraid we'd get cold or something.  Getting washed felt good, and I imagine I liked the attention.  I think getting wet with the T shirt on got related to the good feelings, and it's been there ever since.  

I suspect there are further influences, like coming from a conservative household like I did, where looking at naked girls was "dirty", but looking through transparent wet, clingy clothes wasn't, because only "nasty" girls got naked, but anybody might just happen to get wet.  And I think I have a further influence, where getting wet while dressed was rebelling.  Therefore, a girl in dressy (very rebellious), clingy and sheer clothes (sexy), with full underwear and looking like it wasn't planned (not slutty), and enjoying it, is a maximum turn on for me.  There also seems to be a contingent of guys that like a girl getting soaked and being unhappy about it, or even in bondage.  I find that disturbing, not my thing I guess.  I've always wanted to dunk a well dressed girlfriend by surprise, but I've never gotten up the guts.

Anyway, to make a long answer even longer, I don't personally think we're born with it.  I think it's something that got related to our early erotic experiences (before we had any clue what sex was, and therefore might have related enjoyable feelings to anything), plus some other factors that get acted out while we're at it.

A very wise friend once pointed out that people seldom do anything for just one reason.  There are usually multiple factors.
