I switch my location from Germany to Brasil without success. Do i need to set up a new acount? or do they tracking IPs and censor anyway?

In your flickr account properties you have to switch search security off. Unfortunately this is not possible in some countries like Germany. You can only switch to medium security which blocks most 18+ content. So you need to create a yahoo account where you set a country like USA and a birthdate so you seem older than 18. Which this yahoo account you can create a flickr account where you can turn search security completely off.
