Hey there. I've got an older photoshop- though, I'm curious on what filters you used ? It looks great but I've never been able to get those results!

A little experiment of mine to see If I could use photoshop to create wetlook artificially. This is a picture of my ex from high school. There's a Before and an after to show the difference.
