Photoshop is an extensive program with virtually no limits on what can be done to photographs. I know that is is very possible to create wetlook images from an ordinary "dry" image. In fact with photoshop, it's possible to create complete images from nothing at all, such as examples of the fantasy worlds found at; digitalblasphemy.com
Although it is a definite possibility to create wetlook using photoshop, the problem with photoshop is that it can consume a lot of time, especially if you want to make fake wetlook images, look realistic. Personally, using the real thing with real models is far more fun
