I think it all comes down to supply and demand. Wetlook is very much a niche interest, so producers will tend to focus on what sells most within the niche. When you look at more mainstream material, you see mostly white western girls - mostly blonde. Sure, you see all kinds, but you'll see more white-skinned women than black, Asian or any other ethnic type. For that matter, you see mostly blondes, despite the fact that blonde hair (I'm talking NATURAL) represents a small fraction of the human gene pool. It's all about what sells most. That pattern would repeat in niches such as wetlook. Your interest in dark-skinned wetlook models therefore represents a niche within a niche. It's likely too small for any producer to consider worthwhile. I know there are producers who will do custom work - if you are shopping around for material to tickle your specific fancy, you may have to consider that approach.
I know there have been some black models who have posted some wetlook material... as was already mentioned. But they are individual models operating on a pure hobby basis, not serious production businesses.
So, to answer your question: it's all a matter of money.
