I've got card of Millenium Bank. Up to yeasterday all were OK.

For a few years the whole of Poland was blocked for this reason, but that was a long time ago. Everything worked fine on Polish cards just two weeks ago. But anyway, back then, I remember them informing me that they might block a country, but also a city, state or bank. Or just a person if he ever did a chargeback. As you probably know Poland has a very strange chargeback policy. In the first ten days you can chargeback almost everything. Many merchants have complained that legal transactions where charged back and the merchendise never sent back, Through the years many banks have added their own policies, that stopped such negative aspects of Polish law, and many companies (like Paypal, which was not present in Poland for a long time becuase of the above) where satisfied by this. But maybe your bank does not have a policy of it's own and is blocked because of that. My credit card issued by Citibank Handlowy works everywhere - and with them you really have to proove a transaction was frauded for them to act. On the other hand my PKO BP card doesn't work in some places. For some time it even got rejected by Amazon. And PKO has policies about chargeback like the national law implies and not stricter like many other banks. Case closed.

By EuroWAM TEAM - webmaster@eurowam.net Mon 16/03/09 07:14:32 GMT Website: www.eurowam.net Hello, I check the transfers list and before CCbill sent you the "You Have Submitted Too Many Times Recently" message you received a "Card Declined at Pre-Auth" message which means that the card has been declined because it comes from a certain country.
