The City of Leeds should have a chat with the Mayor of Chiang Mai in Thailand, because Chiang Mai always used to have that same problem too....i.e. they were wasting tons of money on landcaping and flowers each year, only to see them all being trampled on and destroyed during the Songkran festival.
The city of Chiang Mai have resolved that problem now, and they removed most of the flowers and grassy areas around the canals where all the people have their waterfights, and they have paved everything over now with decorative paving stones instead.
If you have a main square in your city, such as Trafalgar Square in London or Millenium Plaza in Atlanta....it is completely assinine to try a make a public plaza where people will SURELY gather....into a "botanical garden"....you need to make it all concrete instead.
