As far as I know, the outfits are not always provided but in the majority of cases they are.

And where did you try to find models? If I decided to do a wetlook shoot myself I would first turn to model agencies. But in my opinion it's not the best solution because I think it is possible to find girls who are as beautiful as professional models but who would cost less. Another solution to my mind is to turn to schools of professional models and offer temporary jobs to their students, or to advertise it as seasonal job for pretty female students, not difficult and pleasant. But that's in theory, I don't know how it'll work in practice.
