I have no idea where you're getting your numbers Bryce, but they're way off. According to this research site, as of last month 53% of all US households SUBSCRIBE to broadband access, versus it just being AVAILABLE to them. If 53% subscribe, the percentage that COULD subscribe is quite a bit larger than that, although I couldn't find numbers in a quick 5 minute search.

We could get satelite, but with me eing in school we can't afford the $80/month and $300 start-up costs. The good news is the locals rumors say we're only two years away from local broadband :-) |

Simple answer these days, get a better connection, I just don't see any justification for dial up these days. There are so many alternatives for faster connection to the internet, most of which are very affordable! I ran up a £100 bill for my two weeks of dial-up, because I had to stay connected for so long to download anything.
If you are on dial up these days, you must expect to be left behind!
I have been to some very remote parts of the world and was always able to find internet connections that were faster than dial up. I just don't believe that is this day and age anyone can not get access to broadband/ADSL if they want to?
