The fence is so balls thrown by very bad throwers do not hit the dunkee. Without it, dunk tanks would have a high rate of injuries becasue of wild pitches. Leon does not use balls to activate the trigger. |

It means you cannot really see the dunkee, which sort of defeats the object, doesn't it!
I notice that Leonmoomin's dunk tank has thoughtfully had the mesh fence removed. |
