This is a product of a musicscene frome the 90's in Holland, called the Gabberscene. Gabbers where bold guys and some girls with earrings in trainers, always stoned and dance the whole night like robots on the most terrible music you ever heard. This song was one of them. They were no skinheads. They look almost the same but they have different clothing.
I am a little bit shamed for it but this song was number one in the charts these days
