Your the description of the Movie is wrong: The Original Name is "Die Sturmfult" it is a TV-Movie from 2006 http://german.imdb.com/title/tt0461708/ .

It ist about the storm surge in Hamburg in the late 60's.

"The world is entirely covered with water. Two men, a father and a son, seem to be the only survivors.
