"New park visitors taking plunge

The 32-acre crown jewel of the city's Recreation and Parks Department has

been swarmed with people since it opened on April 28.

 

Among them are swimmers, who feel the escalating hot temperatures and are

tempted to take a dip in the 10-foot-deep lakes or streams. On Saturday,

dozens of people swam, splashed and rode boogie boards in the largest lake,

while fishers focused on a smaller pond downstream from the amphitheater.

 

The city says swimmers should do so at their own risk. But there are no

signs saying that, no plans for lifeguards, and just an idea for volunteers

to roam the park, keeping people safe. Designers never really planned to

have people swim in the park.

 

They're counting on people acting responsibly.

 

Children have been seen jumping off the edge of the amphitheater into one of

the park's ponds.

 

There have been drownings at city recreational areas before. In 1999, an

11-year-old boy drowned in the Centennial Plaza (now Rabobank Theater and

Convention Center) horse fountain.

 

"During the initial design, we never thought people would swim," said Dianne

Hoover, director of recreation and parks. "We should have known --

Bakersfield is hot."

 

Southwest Bakersfield resident Morgan Rawson assumed the small lake was put

there specifically for swimming when she took her daughter to the park

Saturday.

 

"They didn't intend for that? Really? They don't know kids," Rawson said.

 

As planning progressed, Hoover and others realized that the peaceful

streams, placid lakes, gentle waterfalls and amphitheater moat would be too

inviting to resist.

 

While Hoover has only been in her position for a year, other city officials

remember the boy's drowning in 1999. Besides drowning issues, the water is

untreated, and not designed for foot traffic or occupancy.

 

Rawson said that she may be concerned about the cleanness of the water

later, but since the park is brand-new, she isn't worried now.

 

"They make it easy access. There's no signs that say you shouldn't," Rawson

said.

 

Some problems arose after the initial hot weekend, when scores of children

waded in the streams and by the waterfalls. Some fountain appendages were

damaged from the traffic, Hoover said.

 

Hoover said people need to act responsibly, including staying off the

amphitheater stage and picking up after their dogs.

 

The recreation staff hopes the visual integrity of the beautiful park can be

balanced with its safety amenities.

 

"It's designed to be an open park," said Sheri Horn Bunk, special events

manager. "The park is not designed to have fences around it."

 

Signs prohibiting every possible activity that could cause risk would

destroy the peaceful open space of the park, Hoover said.

 

Hoover has talked to Councilman David Couch about a "park ambassador"

program, where volunteers would be available at the park to keep people

safe."

Last Saturday we saw an article in the paper about a new park that had just opened. It is called The Park at River Walk and the article said that a few kids had gone swimming in some of the lakes at the park and they weren't supposed to and the parks department was trying to decide what to do about it.

Well that got our attention so we decided we'd go there the next day. A few friends of ours called Saturday evening and asked if we wanted to join them for brunch so we figured we'd go to the park afterwards.

Unfortunately during brunch our waiter spilled a glass of Coke on Elizabeth. Fortunately one of the women we were eating with had a spare top in their car and I had an extra set of my jeans in the truck so Elizabeth didn't have to finish our meal in wet sticky clothes. However, neither the top or my jeans fit her very well at all.

Well after brunch we headed over to the park. We were lucky to find a parking place because there must have been a thousand or more people there and we were worried that we wouldn't be able to check things out.

We walked around a bit and finally we couldn't resist the pull of the water anymore and decided to get in. As you can see from the pictures there were people all around and we got a few stares but not too many. One nice lady even came up and asked if we'd like for her to take our picture together.

After about a half hour or so we finally got out of the stream we were in and thought we'd head back to the truck. Well after walking for a few minutes we saw some other adults in the water so we just had to join them. After getting back in and splashing about for a bit we got out and started walking back to the truck. As you can see from one of the pictures, we walked right past a police car and they only glanced at us briefly.

The last few shots in the set were after we'd been walking around for about 20 minutes or so. I'd wanted to get a shot of Elizabeth's wet trail but unfortunately by this time she was drying off and wasn't dripping anymore.
