They were shot with a flash - you can tell from the red-eye, and if you use a photo editor to brighten them up, you'll notice shadows created by the flash too.
These pictures are dark because the flash wasn't strong enough - perhaps also the street light (appears in one of the pictures) tricked the camera into under-exposing.
Good rule of thumb when shooting in dark settings: the flash on your average consumer camera probably won't work beyond about 5 feet or so. Your eyes may have no trouble seeing the scene but your camera will be pretty much blind to it.
It's always kinda funny to see crowd shots at large stadiums, arenas, etc. with all those camera flashes going off from perhaps a hundred feet up in the stands. If the subject isn't really brightly lit by stage lighting, chances are all those attempts at capturing the moment will be wasted.
