A real web page is a structured document that makes semantic sense, has a structured heirarchy of content that can be parsed in a variety of browsing situations, and will render equally usefully on a high resolution video screen, a tiny PDA or mobile phone screen, a braille reader, a speech-browser (which reads the page out for blind users), and half a dozen other alternative technologies. Well-structured documents are also easier for search engines to analyse.

The other big problem with frames is that when you have one master frameset that all the sub-pages load into, it becomes impossible to bookmark "inside" the frameset, and you have to give people silly instructions like "go to www.bongo.web, click the third link down on the left and then the second one across on the middle row" instead of just "www.bongo.web/content/pics-of-girls-in-wet-jeans.html".  You can get round this by building an entirely new frameset for each page, but that makes the amount of work involved insane.

The other drawback when frames are used as this example does is the lack of any "noframes" content, which can completely destroy a sites search engine ratings.

It's possible to use frames well, but it's bloody hard work.

Another problem with the redesign as suggested is the pages don't validate, but I've no idea if the current ones do either, so it may not matter.  http://validator.w3.org/check?verbose=1&uri=http%3A//www.imperial-sk.com/wetlook/centre.htm for an example.
