Maybe they see the Trevi fountain as a work of art and so it has to be protected from any damage?!

....fyi the most heavily guarded fountain in the world is the famous Trevi fountain in Rome (ala "La Dolce Vitta" fame)....cos if you put one foot into that fountain the cops will arrest you...faster than a speeding bullet.

They guard that fountain with better security than any airport or gold bullion vault or art gallery.....it is good to know that the Italians have their priorities right....ha ha

I can only assume the fountain was private property -- I've been asked to leave Trafalgar Square and Brighton Pier for the same reason :-|
