As far as wetlook is considered Estonia (and less, but also all northern countries with beaches and UNSTABLE weather) are much better for wetlook, especially really fully clothed wetlook - jeans and skirts not shorts.

Beaches of England (a few people posted nice pics on Webshots), German Ostsee, Polish Seafront towns of Gdansk and Gdynia, Latvian Klaipeda, Estonias Tallin and all beaches in the region are good places. Though those next to big cities are the best, especially when school is still taking place and it is already hot. The "what are we doing after school? - lets hit the beach - but we don't have swim suits! - so what!" rutine works quite nicely. The best days are those that start of cool (in the low 20s) and end up hot (in the upper 20s or sometimes 30s) as the girls are really fully dressed. The last day of school and exam days are also good, as in Eastern Europe girls dress nicely for these ocasions (some photos from Moscow fountains were also posted).
