It seems to me that girls in the water with jeans (or a skirt) at a pool, beach or where ever are always spontaneous. They just happen to be somewhere without their swimsuits.

Girls in the water with shorts and a shirt seem to be mostly planned, but normally they also have swimsuits.

but girls in the water with shorts and a bikini top are not only planned, but it seems to be the way they usually swim.
