Both wild water kingdom, wonderland, and public pools have dress codes that we must obey or else they simply won't let you in. Lakes have none thus everything is fair game, specifically I'm talking from experience that is Sibbald Point Provincial Park. The water is lake Simcoe and is fairly warm by the end of June. The beach is huge and water is relatively shallow for about 100 meteres in. That would be my recommendation.

OR GO ALL OUT TORONTO CITY HALL . it would make the 6:00 news !! |

Although it appears to have some great water features, it's monitored by cameras and I'd bet that any congregation like you might be thinking would be fairly quickly dispersed by security.
How about one of the waterfalls in the Hamilton/Dundas area as another option?
